In May 1996, the State of Illinois passed the Livestock Management Facilities Act. This Act is administered by the Illinois Department of Agriculture and addresses setback distances for livestock facilities, waste management plans, certified livestock manager program, land application of manure and construction standards. The Illinois Environmental Protection Agency administers Title 35: Subtitle E, Agricultural Related Water Pollution, which includes rules for livestock facilities and land application of manure.
